Terms of Reference
Our Enterprise Zones (EZ) are partnerships between the public and private sector, working together to deliver job creation and commercial innovation for the benefit of the local, Midlands and national economies.
These partners are brought together within our governance structure which provides a mechanism to deliver strategic advice and support for the development of the EZ.
Each EZ site has a steering group with representatives of the involved partners for that site, including the site owners, relevant local authority, the LLEP, Invest In Leicester and the Department for Business Energy and Industrial Strategy (BEIS).
The EZ Steering Groups are responsible for driving forward the Enterprise Zone initiative across Leicester and Leicestershire. They have oversight of the development of their specific Enterprise Zone site, monitor the site implementation plan, and are a forum to provide advice, support, and share best practice. Crucially they provide strategic input to the Investment Panel on the projects coming forward for funding through the Programme Development Process.
MIRA Technology Park EZ Steering Group
Membership
- The membership of the Steering Group will include:
- HORIBA MIRA
- Leicestershire County Council
- Hinckley & Bosworth Borough Council
Attendees
- LLEP EZ Programme Coordinator
- LLEP EZ Project Officer
The Steering Group will agree its Chair.
Other members of involved organisations can attend Steering Group meeting for specific matters as and when required.
All members will be responsible for disseminating information from the Steering Group to their organisations as appropriate.

MIRA Technology Park EZ Steering Group Responsibilities
The MIRA Technology Park EZ Steering Group is accountable to the LLEP Investment Panel and is responsible for overseeing the delivery of MIRA Technology Park EZ. For the avoidance of doubt, it should be noted that all decisions related to the development of land and any specific project rest with the individual landowner.
The Steering Group is responsible for:
Strategic
- The development and execution of the MIRA Technology Park EZ Implementation Plan as advised by the LLEP Board, noting that all decisions relating to the development of land rest with the individual landowner
- Strategically advising and supporting the MIRA Technology Park EZ activity
Delivery
- Managing the overall MIRA Technology Park EZ project
- Providing financial assurance for all operational and programme funds that are provided via the LLEP
- Facilitate communications and engagement activity
- Receiving regular updates regarding delivery of the MIRA Technology Park EZ project
Administration
- Providing reports to the LLEP Investment Panel on the progress of the MIRA Technology Park EZ
MIRA Technology Park EZ Steering Group Member Responsibilities
- Wherever possible, to support the collective decision making by consensus to ensure accurate and timely decisions, noting that all decisions relating to the development of land rest with the individual landowner;
- To represent a specific organisation at the Steering Group, ensuring views presented reflect the wider view of that organisation;
- To ensure decisions are enacted in line with the requirements of the board.
Reporting Mechanisms
The Steering Group is accountable to and reports to the LLEP Investment Panel.
Working Arrangements
Meetings of the Steering Group will normally take place four times a year. Any additional meetings will be arranged as required and special meetings will be set up separately. Agendas and any papers will be circulated not later than one week before the meetings and minutes and agreed actions will be recorded and circulated to members within one week following the meeting. The Steering Group will be supported by the LLEP EZ team.
This governance structure will be subject to review every 12 months.
Charnwood Campus EZ Steering Group
Membership
The membership of the Steering Group will include:

- Life Sciences Opportunity Zone
- Leicestershire County Council
- Charnwood Borough Council
