Programme Governance
LLEP officers manage all our programmes. Programme management will determine and monitor the defrayal profile, the output and outcome profiles, the objectives, the risk management arrangements and variance thresholds.
The Local Growth Fund and The Growing Places Fund report directly to the our Investment Panel which oversees the programme management for these LLEP funding streams.
The Business Gateway Board and our Skills Advisory Panel report directly to the LLEP Board.

Enterprise Adviser Network
The Leicester and Leicestershire Enterprise Partnership (LLEP) has been selected to deliver the flagship of the ‘Enterprise Advisers Network’ (EAN) within the Leicestershire region.
Working in partnership with the Careers & Enterprise Company, the LLEP’s role is to localise and tailor the programme to meet the needs of Leicester and Leicestershire.
The Steering Group for EAN is the Education-Business Links Group which sits under the Skills Advisory Panel. The Terms of Reference can be downloaded from our documents library.
Leicestershire Enterprise Zones Governance
Our Enterprise Zones (EZ) are partnerships between the public and private sector, working together to deliver job creation and commercial innovation for the benefit of the local, Midlands and national economies.
These partners are brought together within our governance structure which provides a mechanism to deliver strategic advice and support for the development of the EZ.
Each EZ site has a steering group with representatives of the involved partners for that site, including the site owners, relevant local authority, the LLEP, Invest In Leicester and the Department for Business Energy and Industrial Strategy (BEIS).
The EZ Steering Groups are responsible for driving forward the Enterprise Zone initiative across Leicester and Leicestershire. They have oversight of the development of their specific Enterprise Zone site, monitor the site implementation plan, and are a forum to provide advice, support, and share best practice. Crucially they provide strategic input to the Programme Board on the projects coming forward for funding through the Programme Development Process.
ESIF Programme Governance
Our ESIF programme is governed by a committee, consisting of business partners, representatives from the voluntary and public sectors.
